Major Revision of Public Procurement Control Thresholds in the DRC

In furtherance of the implementation of the Finance Act for the fiscal year 2025, the government of the Democratic Republic of Congo (DRC) has announced a significant revision of the public procurement control thresholds. This modification, initiated by the Minister of State for Budget, aims to optimise the public procurement process in the country.


Key Amendments:


1. Works Contracts:

* Prior control by the DGCMP: up to 800 million Congolese francs

* Preliminary review of documents: up to 1.2 billion Congolese francs

2. Intellectual Services:

* Prior control: up to 200 million Congolese francs

* Preliminary review of documents: up to 400 million Congolese francs

3. Advance Payment:

* New rate set at 30% for works and intellectual services

* Repayment commencing at 40% financial execution

* Repayment concluding at 80% financial execution
